  Sa’ad Kouly

Sa’ad started his career shortly before the 1990 war broke out in the Gulf where he aided his family’s partially-owned business by facilitating technical consulting and operations projects mainly serving the petroleum/energy sector. Weeks after the war was over, Sa’ad joined the Administration Department of the Kuwait Petroleum Corporation (KPC) and the Higher Tenders Committee for KPC and Subsidiaries.

In 1993, he joined NEC, Irvine, California, under contract with the Government of Kuwait to implement the Human Resource Development Support Project with an objective to design and operate the largest training and development facility for the entire civil service of Kuwait.

NEC was later awarded a contract to conduct the Developmental Capacity and Managerial Effectiveness Survey for the Civil Service of the State of Kuwait. The largest survey of its kind ever conducted in the Arab World.

Throughout his career, Sa’ad played different roles in the establishment of major programs and agencies in Kuwait such as the Manpower and Government Restructuring Program, the Central Agency for Information Technology in collaboration with international agencies such as the United Nations Development Program, the World Bank, Transparency International, the International Monetary Fund, the Singapore Infocomm Development Authority (IDA) and the Canada Education Commission which has recently completed a project for the design and operation of the future Kuwait’s National Career Development Center. Sa’ad co-instructed in the delivery of formal training to a group that is on its way to becoming the first licensed career development facilitators in Kuwait.

Sa’ad was also responsible for the logistical facilitation and technical assessment of the Kuwait Quality and Productivity Program carried out by JarrettThore International, official quality and productivity advisors to the United States National Aeronautics and Space Administration (NASA), where he was awarded a certificate of blue ribbon performance in addition to the many awards of appreciation he received from the most senior officials of government and international agencies.

Sa’ad is a licensed Targeted Selection Interviewer by Development Dimensions International (DDI) and a licensed DDI Facilitator. He has contributed as a consultant in turnaround senior management assessment centers and training needs analysis for major organizations in the energy sector, the telecommunications sector, the banking and investment sector and has recently aided Dr. Phil Harkins, CEO, Linkage Incorporated, in the instruction of a development activity for a group of senior managers of a major petrochemical company in the region.

With educational achievements from noted British education institutions, Sa’ad has a bachelor’s degree in management, a higher diploma in human resource management and is in the process of completing his MBA from the Edinburgh Business School.
